TERMS OF REFERENCE

 

The project:       “Provide economic reintegration programmes to women survivors of violence, including to women from vulnerable groups in targeted municipalities in Albania”

Position:          Trainer for Capacity building for local authorities and civil society organizations in Vlore Municipality

Location:          Vlore

Duration:          April 2024

 

Background:

“Vatra” Psycho-Social Center is a non-profit organization dedicated at preventing trafficking in human beings, domestic and gender-based violence and social-economic empowerment of victims of these phenomena through information, education, advocacy, and social residential and community services. “Vatra” Psycho-Social Center in partnership with Different & Equal, Tjeter Vision and Gender, Peace, Security associations are implementing the project “Provide economic reintegration programmes to women survivors of violence, including to women from vulnerable groups in targeted Municipalities in Albanias” in the framework of the UN Joint Program “Ending Violence against Women” funded by Government of Sweden.

 

The project will enhance the capacities of local authorities in municipalities of Kamez, Fier, Lushnje, Vlore, Kruje, Cerrik, Gramsh as well as other CSOs on adopting and implementing effective models for socio-economic integration of GB-VAW survivors, contributing directly to the improvement of the protection system for GB-VAW survivors.

 

Support to the municipalities of Kamez, Fier, Lushnje, Vlore, Kruje, Cerrik, Gramsh will be provided to develop socio-economic integration plans for women victims of domestic and all other forms of violence. After the development of the socio-economic plans for GB-VAW survivors the monitoring of the implementation of plans will be done through a local level-tailored scheme and the key components of the plan will be part of it. D&E and UN Women in collaboration with the Ministry of Health and Social Protection will develop recommendations for the scale-up of the initiative in other municipalities of Albania.

 

Objectives of the training:

“Vatra” Psycho-Social Center requires a Trainer for Capacity building for local authorities and civil society organizations in Vlore Municipality. The trainer will be contracted to undertake the capacity building program that will be focused on: Trauma trauma-informed approach when dealing with GB-VAW survivors; familiarization with the key components of the socio-economic plans of the survivors etc. Staff of the municipality and civil society organizations will be trained to be actively engaged in the application of effective Models of reintegration for survivors of gender-based violence and advocates for mainstreaming of models in the municipal plans.

 

Responsibilities of the expert include:

  • To develop a capacity-building program for local authorities and civil society organizations to increase their skills and confidence in supporting the reintegration of GB-VAW survivors and to address their needs in implementing their socio–economic plans;
  • To deliver one training for professionals of local authorities and civil society organizations focusing on: Trauma trauma-informed approach when dealing with GBV survivors and familiarization with the key components of the socio-economic plans of the survivors etc.
  • To prepare the training module which will be drafted and referred in the Albanian language;
  • To prepare for the respective field of expertise questions of the assessment form before and after the training;
  • To prepare a report after the development of the training.

Deliverables:

One training delivered for service providers of municipalities of Vlore, about Trauma-informed approach when dealing with GB-VAW survivors; familiarization with the key components of socio-economic plans of the survivors – April 2024.

 

Qualifications:

  • Master’s degree in Social Science or similar other related university degree.At least 5 years of experience in research, and consultancies especially in providing expertise for the collaboration with actors who work in the field of Protection of Human Rights focused on GB-VAW.
  • Previous experience in working with local/international organization that works in the field of Protection of Human Rights focused on GB-VAW.
  • Well-organized personality, able to prioritize tasks.
  • Good skills to work in a team.
  • Strong interpersonal and communication skills.
